Art Sackler testified before the U.S. House of Representatives Committee on Oversight and Government Reform concerning the Postal Reform Act of 2017, HR 756. Representing the Coalition for a 21st Century Postal Service, Art expressed support for the bipartisan bill as a compromise that has won the support of all postal stakeholders while costing each stakeholder an uncomfortable concession. However, enactment of the bill is imperative because of the approximately $50 billion in liabilities it would release from the Postal Service ahead of a decision by the Postal Regulatory Commission in its review and potential revision of the postal rate setting system this year. Absent this legislation, rate increases for mailers could be near-catastrophic, with very serious ramifications for the Postal Service and its employees, as well as for the $1.4 trillion mailing industry and its suppliers.
